By the sounds of it, your problem is probably that you don't start and end your strokes with the air on. Keep your finger down on the air, when you end a stroke with your airbrush, this keeps the paint from just floating out to the tip, and just sitting there.
Air on, Paint on, Paint off, Air off.
Just think of it as massaging a caterpillar, smooth, even motion forward and back, with your finger depressed all the time.
If you are getting paint coming out when you just push the trigger down, and are not pulling it back, then you probably have to re-seat your needle as Airbrush Dreams stated.
