What causes the pait to form a drop on the tip after release in the air pressure which causes the brush to spit when the flow is stopped and started?

That is usually because the needle is not seated compleatly forward in the cone, or nozzle. Loosen the needle chuck nut and give the needle a 1/4 turn as you gently push forward on the needle then retighten the needle chuck nut. Also make sure when airbrushing you stop the paint supply before you stop the air flow. At the end of each paint stroke air should still be comming from your airbrush, but no paint. If you stop the air before the needle is completly forward paint will collect on the tip of the needle and spit at the start of the next stroke. This is part of the basic strokes in airbrushing which is to start air, begin movement towards the where the paint will start, pull back on the trigger to start the flow of paint, keep your eye on the end point, let trigger forward to stop paint at end of target point keeping the airbrush moving while the air is still flowing and then release the trigger to stop air. By the sounds of it, your problem is probably that you don't start and end your strokes with the air on. Keep your finger down on the air, when you end a stroke with your airbrush, this keeps the paint from just floating out to the tip, and just sitting there.

Air on, Paint on, Paint off, Air off.
Just think of it as massaging a caterpillar, smooth, even motion forward and back, with your finger depressed all the time.

If you are getting paint coming out when you just push the trigger down, and are not pulling it back, then you probably have to re-seat your needle as Airbrush Dreams stated.
