There are a variety of tablets available out there, the best known name brand is Wacom, they offer a few different levels in quality/capability, and several sizes in each level. The higher levels will let you use a stylist/pen that will react a bit like an airbrush, with the tablet reading the angle and spead of the strokes, and you, the artist controlling the amount of "paint" that is "sprayed", of course, this takes a program that can take and use that info.
Photoshop is wonderful, but the price tag and learning curve can be a bit steep for a whole lot of people. The upper quality level of tablets are also expensive. You could easily blow a grand or two between the programs and the hardware, and pirated/borrowed/loaned software is not cool or okay.
