Do you have a baloney? If so put the compressor outside and run hose inside to where you are working. There are pros and cons with this but if the air outside is not to humid it may be helpful.

Noise is vibration, either transmitted through the air or through solid material .. i.e. floor to ceiling below. Anything you can do to isolate the compressor from the floor will cut down on the transmission to the apartment down stairs. Anything you can do to block sound transmission through the air will cut down on the noise in your apartment.
Boxing in a compressor will cut down on the noise in your apartment and if you insulate the compressor and box with some egg crate sandwiched between some carpet you will quiet down the vibration to the ceiling below.

With the box come the problems of heat. Now we cut a hole in the box to let air in and another one for a fan and the noise level is almost as it was before we started in the room with the compressor!

So if you can isolate the compressor from the floor with something that absorbs the vibration that will help down stairs. If you can put the compressor in a room away from where you work and run hose, you can take the ear plugs out and not worry about over heating. Isolate from floor and put it outside and live gets good.
Probably not much help to you but I keep my compressor in the garage 75' from the house and have hose running up to and into the house.. never hear that compressor ...

Yes, I have a regulator where I work. Hose is standard 3/8 Goodyear rubber air hose that runs up the driveway. My installation is permanent, so the hose attached to piping that goes through the window header in the basement and in the ceiling to the work areas.
A larger contractors compressor with a tank would be fine. The pancake jobs are LOUD but a bigger oil lubed unit are big and more expensive. So it is all a matter of money, preference and room.
Attached are pics from the basement redo last year that shows the piping at the sink and over where the work table goes before the ceiling was installed.
